On Friday, December 1, 2023, the Texas Water Development Board (TWDB) released the Intended Use Plan (IUP) for the second round of funding from the Flood Infrastructure Fund (FIF) for the SFY 2024 -SFY 2025 funding cycle. Per the IUP, “The FIF program assists in the financing of drainage, flood mitigation, and flood control projects, including planning and design activities, work to obtain necessary regulatory approvals, and construction and/or implementation of flood projects.”

 

In this round of funding, the TWDB plans to commit $375 million to Flood Management Evaluations (FME), Flood Mitigation Projects (FMP), and Flood Management Strategies (FMS) recommended in an amended regional flood plan approved by the TWDB. Both grant and 0% interest rate loans will again be offered. The TWDB plans to make the SFY 2024-2024 abridged applications available in mid-December and the deadline to submit will be posted at that time.

  • Eligible projects,
  • How grant funding will be allocated,
  • Major program requirements,
  • What to expect after submitting an abridged application, and
  • Lessons learned from the first funding round, which occurred from 2020-2023.

 

In addition, we will explain the eligible project types of Flood Management Evaluations (FME), Flood Mitigation Projects (FMP), and Flood Management Strategies (FMS), the scoring criteria, and how the Board will deliver funds to your project.
